Parks Victoria – Local Port Manager Parks Victoria:is the local port manager for the designated port of Port Phillip and Western Port and is required to undertake statutory functions as Local Port Manager under Section 44 of the Port Services Act 1995. Parks Victoria oversees a wide range of on water commercial activities that include berthing and mooring, manages over $200m of bays assets such as piers and navigation aids, fulfils an important on-water education and compliance role, coordinates bay events and provides vital resources for a range of maritime incident responses under the states emergency management framework.

As the local port manager, Parks Victoria has the responsibility of managing and continually improving effective and efficient safety and environmental performance across all aspects of local port activities and operations for the benefit of port users, neighbours, the wider Victorian and international communities and employees. Parks Victoria manages facilities for navigational safety and port infrastructure for some commercial activities which include tour operators, fishing charters and ferries, and recreational activities such as boating and boating zones, pier promenading and fishing. Facilities on the bays include 44 piers and jetties and their associated harbours, approximately 3,000 moorings, 1,000 navigational aids, 13 dredged channels, harbours, a major slipway, wharves, breakwaters, sea walls and other structures.

Moorings and Berths
Parks Victoria as the local port manager of Port Phillip and Western Port is responsible for the issue of Berthing and Mooring Authorities in accordance with the Port Services (Local Port) Regulations 2004. An Authority permits the licensee to berth / moor an approved vessel within designated locations of the Local Port in accordance with terms and conditions and is renewable annually.
Parks Victoria is responsible for the management of 200 berths (pens or alongside jetties) at 10 locations and approximately 3,000 swing moorings at 54 locations in Port Phillip Bay and Western Port. Several of the mooring locations in Port Phillip Bay are at capacity with no further mooring sites available. All areas offerring berthing facilities are full and some run Priority Lists where registered people are allocated a site as they become available, subject to suitability of the vessel.

 A Berthing / Mooring Authority is not a tenure agreement and does not confer any proprietary rights of the seabed on the licensee. An Authority is subject to an annual administration fee and charges also apply for change of ownership applications approved by Parks Victoria. A change of ownership application is subject to the availability of sites in a berth / mooring area and the suitability of the vessel for the site. No change of ownership requests are permitted in Priority List areas where no berth / mooring sites are immediately available and a waiting list operates to ensure fair and equitable access to all people.--Renewal of annual authorities for moorings and berths with ground tackle are only issued to sites that have had the mooring aparatus inspected within the previous 12 months. Several of the mooring locations in Port Phillip Bay are at capacity with no further mooring sites available. All areas offerring berthing facilities are full and some run Priority Lists where registered people are allocated a site as they become available, subject to suitability of the vessel.--Parks Victoria have several environmentally friendly moorings in use and are currently trialling other mooring technologies in a bid to reduce the impacts on sensitive seagrass and benthic communities.Seasonal Moorings are also being trialled as a possible mooring alternative to the large influx of small vessels that access the highly popular beach side holiday parks along the Eastern Side of Port Phillip Bay--For more information visit www.parkweb.vic.gov.au and follow the prompts to moorings and berths
